You have to date people in the Karaoke Bar and fill the progress bar at the bottom.

Alternatively, you can find new contacts and add them to your contact list by organizing a party in the Las Vegas Suite. While the party is in progress you can start a conversation with other characters and at the end of it the character will be added to your contact list. Later on you can date that person by selecting them from contact list.
